1. a committee of evidence is not a court. It is simply a fact-finding body with legal powers, convened to get at the facts and clean up the ARC breaks caused by rumor. When it has the truth of it, then a convening authority acts-but only in exact accordance with a justice code. Its purpose is entirely to obtain evidence and recommend action which the Office of LRH then modifies or orders.
