secretaries have one Advisor for each of his or her divisions who operate as liaison officers. An Advisor has the
rank
of
officer
. The Advisor advises the
executive secretary
not the
division
he is in liaison with and
issues
no orders with his own
authority
and uses only the
authority
of the
executive secretary
even in
conversation
or letters. He must be
given
express
orders to
issue
by the
executive secretary
even though he in
fact
writes them. An Advisor is really an
aide
to the
executive secretary
for the
division
he is appointed to advise upon. The Advisor is there to lighten the
executive secretary
's burden in all possible
ways
as they relate to the
area
of
responsibility
for which the Advisor is named. The
executive secretary
usually seeks the
advice
of an Advisor before
handling
a
situation
in that Advisor's
type
of
division
but is in no way bound to take it, whereas the Advisor is bound to
issue
and get executed any orders expressly
given
by the
executive secretary
