was scheduled to take

in May 1960 between
France

, America and Russia. However, shortly before the
meeting
was to take
place
, an
American
U-2
plane
was
shot
down by Russia. Soviet
Premier
Khrushchev
arrived at the summit but refused to begin unless
American
President
Eisenhower
apologized for this
incident
. When this did not happen, the summit collapsed.
