If the wheels are of different sizes, they will turn at different speeds. The expression shift gears refers to the fact that some engines (such as car engines) contain sets of gears that are used to increase and decrease the speed of the engine in relation to the speed of the wheels. This makes it possible to keep the engine running at its most efficient rate while allowing a large range of speed. When a car is shifted to a higher gear, it can move faster without putting strain on the engine; lower gears make it possible for the car to move more slowly.
