During World War I he urged socialists in all countries to rise against their own governments, and he assumed leadership of the Russian Revolution in 1917. Even the commies, who are the closest to organized people, have such rifts about policy that nobody knows whether to follow Lenin's policy or Stalin's policy or Khrushchev's policy or the new coexistence policy, see, or the old revolutionary policy - whatever that was.
