there must be a Flag Bureaux data files as well as a Flag Ship Org data files. The keynote is internal. They are composed of internal traffic and records. These are kept by the month as in the case of any org. The FB files include the dispatch files internal of Aides, Action, Pgms Bu, Ext Comm Bu, FB Estos and other personnel on Flag not in the FSO. Internal organizational matters go into these files. To know what the file should contain one must ask the question: What would I need to have to evaluate the Flag Bureaux, revert, or improve its structure or activities or trace changes? (CBO 202-1)
