SESSION MISSED WITHHOLD

a missed withhold picked up in a session is anything the pc thinks, anything the pc is withholding. It doesn't matter. That's a session missed withhold. Pc didn't tell the auditor he was uncomfortable, etc. (SH Spec 142, 6205C03)
