in new programs the
bugs have not been worked out. It's like a newly designed piece of
machinery. The
clutch slips or the horse
power is sour. New programs are undertaken on a small
scale as pilot
projects. If they
work out, good.
Spot the
bugs, streamline them and prove them. Only then is it all
right to give them out as
broad orders.
