the Establishment Bureau 1 (Flag Bureaux) has three branches -- Internal HCO, Materials, External HCO. The Materials Branch has the function of providing hat checksheets and packs for Flag Bureaux and orgs. It also provides admin and tech course checksheets and packs by revising those existing where necessary and supplying those which do not exist. It has close liaison with the Marketing Bureau. These functions restore those of the former "Organizing Bureau," covered in LRH CBO 4, 13 September 1970, Org Bureau, with exception of personnel, now part of External HCO. (FO 3591)
