Project. Was there anything one could do about destimulating the planet and
consolidating the circumstances of
war? If all the capitals of the
world were located inside one city, they were not likely to
bomb each other out. They in
effect would be very careful of declaring
war. They would be
close (
cheek by jowl) enough to discuss most of their problems.
