HCOB lists, Executive Directives, Ethics Orders, Project Orders, Conditions Orders, Flag Conditions Orders, Evaluations, Flag Bureau Data Letters, and all such mimeo issues that carry a number must be so numbered that two or more issues that refer to the same situation carry the same number plus a hyphen and number (A or -2) so they can be referred back by the reader to the original. Example: a Committee of Evidence, let us say, is No. 1304. The findings of that Comm Ev are not given a new number. The findings are No. 1304-1. If a Review Comm Ev is then done, it is then numbered No. 1304-2. The reader at once knows (with the hyphen and 2) that two earlier issues exist (original and -1) and what the number is.
