EXTERNAL HCO BRANCH

1. (in Establishment Bureau 1) the External HCO Branch (3) recruits experienced org personnel for FB and evaluator echelon. It does this through FOLO Bureau 1's. It used FPPO lines to get personnel eligible for and sent to Flag. (FPPO functions do not change) (FO 3591) 2. Branch 11D, Flag Management Bureau) Ext HCO has been made a network. Its purpose is to create on-policy effective HCOs. It also continues to carry out the functions of approving personnel transfers and Comm Evs. (FBDL 488R)
