chatter down to a bare minimum. Chatter is defined as

transmission
of
comm
. between
telex
operators. Chatter should only be done in
order
to
expedite
the
transmission
of
actual
telex
messages, which are always
sent
on
tape
. Chatter is sometimes valuable to unscramble
line
snarls-beyond that it should not be used at all.
