short for Boards of Investigation boards convened to discover the cause in any conflict, poor performance or down statistic. A B of I is a much less serious affair than a Comm Ev. Persons appearing before it are not under duress or punishment. The whole purpose is to get at the facts. See also Comm Ev in this glossary. A report that is false can cause greatly increased useless action including at times B of I's, despatches verifying it, etc.
